In addition to abolishing corporal punishment for all classes of the peasantry and alleviating the lot of political prisoners, the expected manifesto of the Tsar on the occasion of the birth of a son and heir will announce various modifications in the application of corporal punishment for soldiers incarcerated in military prisons or serving in disciplinary battalions. The Council of Ministers to-day discussed the question of completely abolishing corporal punishment for this class of soldiers. Meanwhile it has already been decided to abolish corporal punishment in the case of soldiers who have been sentenced but still remain in the ranks of the active army. |
