Change bylaws on vandalism, says Lee

PETALING JAYA: The Government should replace the existing vandalism bylaws under the Local Government Act 1976 with a Vandalism Act for more effectiveness in fighting vandalism.

Kuala Lumpur City Hall Advisory Board member Datuk Lee Lam Thye said it was timely to impose such specific legislation as vandalism had posed serious problems to apartment owners in City Hall's privatised projects.

"It has not only caused inconvenience to owners but also to City Hall as we have to bear the cost of repairs," he said in a statement yesterday.

Lee suggested that the Act include:

• A FINE not exceeding RM2,000 and compulsory community service for those guilty of any act of vandalism;

• HABITUAL offenders (who have committed more than two similar offences) to be jailed not more than three years and to be given between three and eight strokes of the rotan.

Cannabis: Man gets 5 years and cane

KOTA KINABALU: A 29-year-old man was Thursday jailed five years and ordered caned 10 times for cannabis.

Chung Tao Sam admitted before Sessions Court judge Nurchaya Haji Arshad to possessing 58.94gm of the drug at a house in Kampung Tuavon Penampang, near here, at 3.05pm on April 11.

He was also fined RM1,000 or one month's jail for possessing 0.10gm syabu at the same place and time and another RM500 fine or a week's jail for possessing 115ml codeine-laced cough mixture also at the same place and time.

Part of the cannabis in two plastic packets he threw out of the house were found, Prosecuting Officer ASP Denis Leong told the court.

He said the other drugs were found in Sam's room.

For having the cannabis, Sam was charged under Section 39A (2) of the Dangerous Drugs Act 1952 which carries a jail term of between five years and life plus no less than 10 strokes of the cane.

For having the syabu, he was charged under Section 30 (5) of the Poison Act 1952 which carries a jail term of up to five years or RM10,000 fine or both upon conviction.

He was also charged under Section 30 (2) of the Poison Act 1952 which carries a maximum one year jail or RM3,000 fine or both upon conviction.
