Libya - public whippings.

This video clip lasts 8 minutes. It shows scenes said to have taken place in the city of Sirte, Libya, early in 2013. Numerous men are in turn tied up to a makeshift whipping post and flogged on the bare upper back. Some of the recipients shout quite a lot. At least one of them appears to make an escape attempt. There are officials wandering around with guns. Although the punishments are taking place in public, the viewing crowd is fairly sparse despite somebody at the start evidently trying to drum up interest by ranting through a megaphone. The men in charge, who mostly look remarkably unfit and perhaps have no previous experience of administering corporal punishment, are allegedly Al-Quaida operatives seeking to impose Islamic rule in the post-revolutionary chaos following the defeat of the Gaddhafi regime. It is not known how "official" or "unofficial" these proceedings are supposed to be, or what crimes the recipients are alleged to have committed.
